General Information
In 2022, the Arkansas Department of Human Services (DHS) implemented a new process known as Electronic Visit Verification (EVV) with all Arkansas Medicaid Personal Care Services (PCS) providers, and their employees/caregivers enrolled in IndependentChoices or ARChoices programs. This implementation is in direct response to a federal mandate known as the 21st Century Cures Act.
Home Health Services Providers are also required by the Act to utilize EVV. DHS has been working with a new vendor, called Sandata, to develop an EVV system for Home Health Services. Our current timeframe for system implementation is March 31, 2025.
Please review the information in this section to ensure that as an Arkansas Medicaid provider agency, you are prepared for the upcoming EVV Implementation.

Provider Enrollment Requirements
- All caregivers who will be using EVV for the procedure codes listed above must enroll with Arkansas Medicaid. This is a mandatory requirement that must be met for agencies to bill for services.
- Caregivers can enroll online through the Billing Portal.
Note: If seeking to enroll a Physical Therapist (PT) or Physical Therapist Assistant (PTA) who has an active 9-digit Arkansas Medicaid Provider ID, an application is not needed. If the PT or PTA does not have this number, an application is required.- No additional documentation (license, certification, etc.) is needed if a 95 NT application is submitted for a personal care aide, Physical Therapist (PT) or Physical Therapist Assistant (PTA).
- When submitting an application for caregivers (including PTs and PTAs who do not have an active 9-digit Arkansas Medicaid Provider Number), please indicate the following:
Enrollment Type: Atypical
Provider Type: 95
Specialty: NT

- Once the caregivers are enrolled, they will be given a provider number which may also be called a PIN (personal identification number).

If you have never used EVV before, read this information:
- Make sure to enroll your caregivers with Arkansas Medicaid. Enrollment instructions can be found here.
- Familiarize yourself and your agency staff with the EVV mandate, as well as State and Federal EVV requirements.
- Prepare your caregivers with information about what EVV means for them and their day-to-day job roles.
If you are currently using EVV for PCS, read this information:
- Make sure to enroll your Home Health caregivers with Arkansas Medicaid. This is the same process you have already used to enroll your Attendant Care, Personal Care, and/or Respite caregivers.
- Prepare any caregivers currently not using EVV for any changes in their day-to-day job roles.
- If you use a third-party EVV vendor, make sure they are aware of Arkansas Home Health requirements for EVV.
