Teddy and Luz Garcia – Foster Family of the Year Winners

Teddy and Luz Garcia never imagined how their hearts – and their lives – would be changed when they started their fostering journey. What began as an opportunity to care for their two young relatives has grown into a beautifully blended and ever-changing family.
Now, as an open foster home through the CALL, the Garcias never shy away from a challenge. They’ve done it all – emergency placements, short- and long-term placements, adoption, and even serve as Independent Living Sponsors. But what truly sets them apart isn’t just what they do – it’s how they do it.
They don’t just foster. They build lifelong connections, walking beside each child long after they’ve left their home. Their compassion extends to biological families as well, and they champion reunification with grace and respect.
But perhaps their biggest strength is their authenticity. The Garcias are living proof that even the darkest of seasons give way to hope. They use their life experiences to inspire faith and belief in a positive future in each child who comes into their home. They know that every story has the power to be rewritten.
For Teddy and Luz, this isn’t going above and beyond—it’s just what love looks like.
