This section contains information related to the Personal Care Services (PCS) phase of EVV, and applies to provider agencies who perform the following procedure codes:
- Attendant Care – S5125U2
- Personal Care 21or Older– T1019U3
- Personal Care Under 21– T1019
- Respite Care – S5150
All Arkansas Medicaid Provider agencies must submit an Arkansas EVV Declaration Form of their chosen EVV vendor for fee for service visits. In the event of changing your chosen EVV vendor a new Arkansas EVV Declaration Form must be completed.
Fiserv and AuthentiCare
Arkansas Department of Human Services (DHS) has partnered with Fiserv in the implementation of an Electronic Visit Verification (EVV) system.
The AuthentiCare system provided by Fiserv, is an electronic application. The mobile application is available on Android and iOS and simply requires the user to download and install the app from the Google Play Store or the Apple App Store. AuthentiCare is also accessible from the client’s landline, if available. Check out the AuthentiCare webpage for more detailed information and to get a look and feel of how the system may function for you.
AuthentiCare Training Information
Fiserv offers the AuthentiCare EVV system to verify and document Personal Care Services. AuthentiCare involves the use of a mobile application or Interactive Voice Response (IVR) system to record caregiver visits to clients. Fiserv utilizes a train-the-trainer model, which means one or two people from your agency may attend training, then go back to your agency and train the rest of your staff. The provider agency will be responsible for training your individual caregivers.
To access AuthentiCare, you must complete the required trainings below regardless of whether you use AuthentiCare or another system. Once you finish the training, you will receive credentials for the AuthentiCare system. These credentials are necessary to access the Electronic Visit Verification (EVV) to submit visits for payment. Training is available and encouraged for AuthentiCare Arkansas users on an annual basis in Fiserv’s Learning Management System (LMS), called Xchange. Please find a brief description of the training courses below:
| AuthentiCare Reports | Providers and State staff will be trained on the usage and production of standard AuthentiCare EVV reporting. |
| AuthentiCare 2.0 Mobile Application | Providers and representatives are trained on administrative and user functions of the AuthentiCare mobile application. Providers and representatives train their caregivers on checking in and checking out using the mobile application after the completion of this training. |
| AuthentiCare Interactive Voice Response (IVR) System | Providers and representatives are trained on administrative and user functions of the IVR system. Providers and representatives train their caregivers on checking in and checking out using the IVR after the completion of this training. |
| AuthentiCare Train-the-Trainer | Designated provider staff receive training on how to deliver AuthentiCare training on checking in and checking out to their caregivers. |
| AuthentiCare Web Portal | Training for providers, State staff, and designated contractors addresses the administrative hub for AuthentiCare. This includes claims, scheduling, visit maintenance, onboarding workers and system monitoring. |
How to Register for Training
You need to sign up for Xchange, the AuthentiCare Learning Management System (LMS). Xchange is an online platform that offers convenient access to training materials, informative videos, and live training sessions. For detailed information about Xchange, refer to the Xchange User Guide. Follow the instructions below to get started:
- New users must complete the Xchange self-registration form online. Once you submit the form, an AuthentiCare Xchange administrator will review your profile and approve your registration within two business days.
- After your registration request is approved, you will receive an email notification confirming your access to Xchange.
- If you need guidance on registering for training with Xchange, refer to the provided Xchange User Guide. For additional assistance, reach out to the AuthentiCare team at [email protected].
Third-Party EVV Option
The declaration form on this page is for Medicaid fee-for-service only, not Provider-Led Arkansas Shared Savings Entity (PASSE). You do not need to complete another declaration form for the PASSEs, just one indicating which system (AuthentiCare or third-party) your agency will be using. You will work directly with each PASSE regarding the process for their own EVV vendor(s).
Arkansas has opted to use an open vendor model; this is a hybrid model in which the State contracts with one EVV system vendor and allows providers and managed care organizations (MCO) the option to use either the State-selected EVV vendor or a third-party vendor (new or existing) if it meets the State’s requirements.
Arkansas has contracted with Fiserv to offer AuthentiCare as the State-selected EVV system vendor for agencies at no cost. You may still use your existing EVV system vendor if it meets the following criteria:
- Must be able to comply with 21st Century Cures Act
- Must be able to configure your system to match the Arkansas DHS EVV System Rules and can meet the Third Party EVV System Requirements per policy.
- Must be able to capture all the data fields required as specified in the AuthentiCare Data Aggregator Interface Guide and successfully transmit the information via one of the approved transport methods to Fiserv for upload into AuthentiCare for daily claims processing.
- Provide a signed attestation by the provider and the chosen Third-Party vendor that the configuration settings have been applied and comply.
If your chosen EVV system vendor cannot meet the above criteria, you must either choose a new EVV system vendor or move to the State-selected EVV vendor—AuthentiCare.
