All Arkansas Medicaid Provider agencies must enroll with Sandata and confirm their choice of Sandata or an Alt EVV vendor for fee for service visits. Providers choosing to use an AlternativeEVV (altEVV) system, must review, complete, and submit the Arkansas Home Health altEVV System Attestation Form. Please note that a wet signature is required for compliance. In the event of changing your chosen AltEVV vendor a new Arkansas Home Health altEVV System Attestation Form must be completed.

HHAeXchange and Sandata

Arkansas DHS has partnered with Sandata in the implementation of an Electronic Visit Verification system for Home Health Services. Our preliminary target date for system implementation is March 1, 2025.

The Sandata system provided by HHAeXchange, is an electronic application. The mobile application is available on Android and iOS and simply requires the user to download and install the app from the Google Play Store or the Apple App Store. Sandata is also accessible from the client’s landline, if available. Check out Sandata webpage for more detailed information and to get a look and feel of how the system may function for you.

Alt EVV Option

The Attestation form on this page is for Medicaid fee-for-service only, not Provider-Led Arkansas Shared Savings Entity (PASSE). You do not need to complete another attestation form for the PASSEs, just one for your chosen Alt EVV vendor. You will work directly with each PASSE regarding the process for their own chosen EVV vendor(s).

Arkansas has opted to use an open vendor model; this is a hybrid model in which the State contracts with one EVV system vendor and allows providers and managed care organizations (MCO) the option to use either the State-selected EVV vendor or a third-party vendor (new or existing) if it meets the State’s requirements.

Arkansas has contracted with HHAeXchange to offer Sandata as the State-selected EVV system vendor for agencies at no cost. You may still use your existing EVV system vendor if it meets the following criteria:

  • Must be able to comply with 21st Century Cures Act
  • Must be able to configure your system to match the Arkansas DHS EVV System Rules and can meet the Third Party EVV System Requirements per policy.
  • Must be able to capture all the data fields required as specified in the Sandata altEVV Specifications and successfully transmit the information via one of the approved transport methods to Sandata.
  • Provide a signed attestation by the provider and the chosen altEVV vendor that the configuration settings have been applied and comply.

If your chosen EVV system vendor cannot meet the above criteria, you must either choose a new EVV system vendor or move to the State-selected EVV vendor.
