Enabling Technology Grant

Planning for the Future: Enabling Technology Grant

This initiative aims to enhance access to Home and Community-Based Services (HCBS) that foster greater independence for individuals supported by the Division of Aging, Adult, and Behavioral Health Services (DAABHS), as well as the Division of Developmental Disabilities Services (DDS). The Grant and pilot will run through March 2025. The goal of this project is to empower individuals
with the tools and technology necessary to lead more independent lives within their communities.

What are the Goals of the Grant?

Funding Allocation and Access to Technology

  • Providing financial support to HCBS waiver providers for client technology consultation, training, and capacity building with a focus on Enabling Technology
  • Enabling these providers and their clients to access and utilize technology devices that support independence while ensuring client safety

Technology Pilot

  • Available to about 200 members from the following programs: Community and Employment Supports Waiver, ARChoices, and HCBS 1915i services
  • Design: to support clients and families in finding safe and cost-effective technology solutions to support their greatest independence.

Training and Education – Provider, PASSE, DHS, Individuals and Families

  • Education and consultation will be provided to LTSS providers participating in the grant. As part of the grant, providers are expected to enroll and successfully complete SHIFT Training, a nationally recognized,
    remote education platform designed to increase skills and knowledge of professionals supporting people with the use of technology solutions. The providers will be eligible for Accreditation.
  • Education and consultation will also be provided to DHS staff, the PASSEs in the Arkansas network, and members and families ensuring alignment in care for eligible populations.

What are the Expected Outcomes?

  • Up to 100 providers will receive training to support technology consultation and implementation skills supporting individuals to live their most independent lives
  • 200 or more individuals to receive technology solutions increasing independence in areas of their lives most important to them and their families
  • PASSEs, families, and individuals to have access to training and education to learn about technology solutions that may enhance their lives
  • Suggested waiver language collaboratively developed for Arkansas to move forward with a sustainable Enabling Technology program
