Notice to end Supplemental Supports for OBHA providers

Notice to end Supplemental Supports for OBHA providers

Notice of Rulemaking

The Department of Human Services, Division of Developmental Disabilities Services, announces a public notice period of 30 days notifying Qualified Behavioral Health paraprofessionals employed by Outpatient Behavioral Health Service Agencies that an exception established due to Covid 19 will end on March 2, 2023. Specifically, the Division received both federal and state authority to allow Outpatient Behavioral Health Service Agencies perform Supplemental Supports. Supplemental Supports is a service housed under the Community and Employment Supports Waiver (CES) that is paid by a PASSE. The exception allowed a different provider time to provide the service. Act 624 of 2021 mandated that this exemption remain in place until December 31, 2021 or the end of the public health emergency that began on March 11, 2020, by Executive Order. Effective January 17, 2023, all Covid 19 related Executive Orders were repealed. Therefore, no state authority exists.
