DHS Names Experienced State Medicaid Budget Administrator as its next Agency Finance Chief 

Arkansas Department of Human Services (DHS) Director Cindy Gillespie announced Tuesday that Janet Mann, who has more than two decades of finance, budget and Medicaid experience, will serve as the agency’s new chief financial officer. Mann had been serving as a finance contractor since late November after the sudden death of CFO Mark Story. 

“Janet has been a tremendous asset to the agency as we’ve navigated a legislative session that focused heavily on the agency’s budget,” said Gillespie. “Her experience in the field of Medicaid finance and her leadership will serve us well as we continue to streamline our operations, and improve audit and integrity within our agency.” 

Mann is a former deputy administrator for the State of Mississippi Division of Medicaid under Governor Haley Barbour, helping oversee a $5 billion annual budget as well as other functions, including audit, program integrity and health reform. She has more than 10 years of experience in the public healthcare industry at the state and federal level as both an independent consultant and as part of the Navigant Healthcare team. As an independent consultant, she has worked in government affairs and provided subject matter expertise on program integrity, cost reporting, payment models, organization assessments, and best practices for business units. 

Mann, a certified public accountant, also served as the Chairman of the Mississippi State Board of Tax Appeals from 2010-2016. She holds a Bachelor’s of Science in Business Administration and Accounting from the University of Alabama. 

She will officially take over the CFO role April 10.
