DHS Celebrates National Adoption Month with Unique Banner Celebration

16 streetside banners plus two giant displays across Main Street depicting Arkansas children in foster care available for adoption displayed at DHS Central Office

What: Ceremony to unveil 16 separate banners featuring 32 children in foster care available for adoption plus two giant displays spanning Main Street in downtown Little Rock outside of DHS Central Office

When: November 10, 2025, at 11:00 a.m.

Where: DHS Central Office (700 Main Street, Little Rock, AR 72203) – Outside in front of building on Main Street (street will be closed off for safety and to accommodate a large crowd)

Who: DHS Secretary Janet Mann, DCFS Director Tiffany Wright, and Project Zero Executive Director Christie Erwin

Right now in Arkansas, there are 179 children in foster care who need adoptive homes. National Adoption Month focuses attention on this special population of children, teens, and siblings who need permanency with adoptive families.
Along with its primary adoption partner, Project Zero, the Arkansas Department of Human Services has created 16 separate banners featuring 32 of the 179 children, teens, and siblings in foster care who are available for adoption in Arkansas. These banners are displayed along Main Street in downtown Little Rock, with the smiling and hopeful faces of children welcoming visitors and drivers as they pass by. 
Those banners also lead the eye upward to giant displays that stretch across Main Street. These displays depict even more children and a special “countdown clock” that will reflect the drop in the number of children who need permanency as families are found and adoptions happen between now and the end of the calendar year. 
Main Street will be blocked off at 7th and 8th Streets to ensure safety and accommodate a large crowd. The banners and giant displays make for great visuals, and the calls to action from Director Wright, and Christie Erwin will inspire Arkansans to learn more and help us as we work to bring the number of children waiting for a “forever home” down to zero in Arkansas.
