AR HIPP pays for eligible Medicaid members and their families to receive health insurance through their job or COBRA. HIPP is designed to save money for Medicaid clients with high healthcare costs by reimbursing all or portion of the cost of health insurance provided by an employer or COBRA.
It’s completely FREE and does not affect Medicaid eligibility!
With AR HIPP, Medicaid members keep their Medicaid coverage and receive the benefits of other insurance. This program also helps eliminate some of the out-of-pocket medical expenses of qualified members. In some cases, clients may also qualify to receive reimbursement for the premium cost of a family health insurance policy.
Not currently insured through your job or COBRA? Let AR HIPP help you enroll in a plan! When you qualify for AR HIPP, federal law states that this is a qualifying event, allowing enrollment at any time during the year.
Qualifying for HIPP
The Arkansas HIPP program is specifically for qualifying Medicaid clients and their families who have access to group health insurance through a job or COBRA.

Arkansas Medicaid clients who enroll in HIPP will receive:
- Reimbursement for the monthly cost of all or a portion of group health insurance provided by a job or COBRA.
- Access to a wider network of doctors through group insurance coverage.

Renew Application
What is an AR HIPP renewal?
The Arkansas HIPP Program renewal process is REQUIRED annually based on your plan year. During this time AR HIPP will determine your continuous eligibility for the HIPP program by reevaluating your case. To do that we must have the most recent information about you and confirm that you continue to remain eligible for the AR HIPP program. You can expect to receive a renewal packet 30 days prior to your policy end date.
What documents are required to renew an existing case with AR HIPP?
The following documents are REQUIRED to renew:
- Completed renewal application forms 1 and 2.
- Front and back copy of policy holder’s insurance card
- Employer Rate Sheet
- Summary of Benefits
- A recent paystub or other verification to show your premium payment

How long does the renewal process take?
Once all REQUIRED documents are received, it can take up to 30 calendar days to process your renewal and approval. The time it takes to complete the process does not start until all REQUIRED documents are received. Please refer above for REQUIRED documents to process a renewal.
How to know if approved?
You can expect to receive an acceptance letter in the mail with an approved amount as well as start date within 7-10 business days of approval. Renewal process can take up to 30 calendar days for completion.

How often do members get reimbursement?
The Arkansas HIPP program reimburse members monthly for the cost of group health insurance provided by an employer or through COBRA.
What steps must members take to receive monthly reimbursements?
To qualify for the Arkansas HIPP program monthly reimbursements, members must:
- Be eligible for Medicaid within the state of Arkansas at the time of payment request
- Provide a paystub(s)/ proof of payment(s) dated within the month of payment request(s)
- The paystub/proof of payment provided must show a medical deduction being takin out
What is the deadline to turn in paystub/proof of payment to receive monthly reimbursement?
Paystubs/proof of payment(s) are due each month. When requesting reimbursement payment please ensure paystub/proof of payment reflects the months date you are requesting. (Please note: In the event you are late, turning in a paystub/proof of payment and are requesting a payment older than 6 months, this will be sent over to the Arkansas Medicaid for approval.) Processing time for older payments may vary.

Reimbursement Timeline
Monthly payments are sent out to members on a weekly basis. Proof of payments received by Wednesday on any week will be processed by the following Thursday. Once payments are processed, they are scheduled to be sent the following Friday. At this time, please allow 3-5 business days to receive via direct deposit and 7-10 business days to receive via USPS mail.
Ex: If we receive your paystub/proof of payment on Wednesday June 1, 2022, your payment will be processed by Thursday June 9, 2022 and sent out on Friday June 17, 2022.
Ex: If we receive your paystub/proof of payment on Thursday June 2, 2022, your payment will be processed by Thursday June 16, 2022 and sent out on Friday June 24, 2022.
It is critical that all REQUIRED documents for payment processing are submitted on time to meet the payment processing timeline without any delays.

What are some reasons payments would be delayed?
Here are a few reasons a member’s payment could be delayed:
- Case is due for renewal and renewal documents have not been received
- Incorrect paystub received (ex: requesting payment for the month of March, but proof of payment dates ends in the month of February)
- Paystub deductions do not match the rates we have on file
- This could be due to a rate change or credit applied that we do not have on file. In this case, please provide new information to Arkansas HIPP as soon as possible.
- Medicaid is showing inactive or a non-qualifying code for Arkansas HIPP
Can members receive reimbursement payments faster?
The Arkansas HIPP Program has an even faster way for you to get paid each month. It’s called direct deposit and it’s FREE. You can set up direct deposit in 3 easy steps:
- Fill out and sign the direct deposit form
- Write “VOID” across the front of one of the policyholder’s blank checks.
- Complete and return the form
