What is the community engagement and work requirement?

The community engagement and work requirement is a rule that says healthy adults in Medicaid expansion programs, like Arkansas Health and Opportunity for Me (ARHOME), must work, volunteer, or go to school for at least 20 hours per week (80 hours per month).

When does the community engagement and work requirement start?

The community engagement and work requirement will go into effect on January 1, 2027.

Do I have to meet the community engagement and work requirement?

If you are aged 19-64 and are served by ARHOME, you must meet the community engagement and work requirement unless you are determined to be exempt.


How will I know if I’m exempt from the community engagement and work requirement?

You may be exempt if:

  • You are pregnant or entitled to postpartum medical assistance
  • You are under 19 or over 64
  • You are a former foster child under 26
  • You are a tribal member or Alaska Native
  • You are a veteran with rated disabilities
  • You are a medically frail individual
  • You are participating in a substance use or alcohol use disorder treatment program
  • You meet the TANF/SNAP work requirement
  • You are a parent or caregiver of a dependent child aged 13 or younger, or someone with a disability
  • You are entitled to or enrolled in Medicare Part A or enrolled in Medicare Part B

I am not exempt. How do I meet the community engagement and work requirement?

To meet the requirement, you must work, volunteer at a state-funded organization, participate in school activities, or use a combination of these activities to reach a total of 20 hours per week (80 hours per month).

What are state-funded organizations?

Some examples of state-funded organizations include:

  • Libraries
  • The Arkansas Department of Human Services
  • The Arkansas Department of Health
  • Public schools

How do I report my hours?

DHS will attempt to use existing data sources to confirm you meet the requirement automatically. But you may need to report your hours online, by phone, or in person.

Make sure your contact information is up-to-date so you can receive important program information by mail, email, or text.

What happens if I am not exempt and don’t meet the community engagement and work requirement?

If you are not exempt and do not meet the community engagement and work requirement, you may lose your benefits. If this happens, contact your local DHS office as soon as possible to discuss your options.
