Civil Money Penalty Fund Grants
Civil Money Penalties (CMPs) are fines imposed by the Centers for Medicare and Medicaid Services (CMS) against nursing facilities that participate in Medicare or Medicaid. The CMS turns back a portion of CMPs to the states. Those monies turned back to the states may, with the CMS approval, be awarded to entities that develop programs as activities that benefit nursing facility residents or that protect or improve their quality of care or quality of life.
While the CMS has final approval authority for a CMP grant request, the request must first be evaluated by the Office of Long Term Care (OLTC) Director, acting as an agent for the CMS. If the request meets initial criteria, it is forwarded to the CMS for final evaluation.
