Outcomes Measurement Tool
ACT 161 of the 2015 Arkansas General Assembly requires that the Division of Aging, Adult & Behavioral Health Services (DAABHS) select a new outcomes measurement tool to support an improved system of tracking, accountability, and decision making. The new outcomes measurement tool shall be selected no later than September 30, 2015. In order to achieve the selection of a new outcomes measurement tool, DAABHS has created the Behavioral Health Outcomes Tool Selection Committee to assist stakeholders in deciding on the new outcomes measurement tool to replace the Youth Outcomes Questionnaire (Y-OQ®).
No later than September 30th, DAABHS is required by ACT 161 of the 2015 Arkansas General Assembly to select a new outcomes measurement tool for the Medicaid Behavioral Health System in the State of Arkansas. A decision alone on a new Outcomes Tool does not complete this project. The Arkansas Division of Medical Services must then promulgate rules according to Arkansas Code Annotated 25-15-201 et. seq. to amend the RSPMI Medicaid provider manual to remove the requirement that the YOQ must be conducted for children of certain ages. This language would be replaced with the new chosen outcomes tool along with any associated Medicaid requirements regarding the new outcomes tool.
The Behavioral Health Outcomes Tool Selection Committee is tasked with identifying an outcomes tool that supports an improved system of tracking, accountability, and decision making. The goal is to establish an outcomes tool that provides relevant information to clients, providers and stakeholders regarding Medicaid behavioral health care in Arkansas that can lead to an improved behavioral healthcare system.
