CCDBG Health & Safety Requirements
The Child Care and Development Block Grant (CCDBG) Act of 2014 requires States and Territories to have health and safety training requirements and professional development requirements in place by September 30, 2016.  This means that all new and existing caregivers and teachers must meet these training requirements by this date:
  1. Prevention and control of infectious diseases (including immunization)
  2. Prevention of Sudden Infant Death Syndrome (SIDS) and use of safe sleeping practices
  3. Administration of medication, consistent with standards for parental consent
  4. Prevention of and response to emergencies due to food and allergic reactions
  5. Building and physical premises safety, including identification of techniques for protection from hazards that can cause bodily injury such as electrical hazards, bodies of water, and vehicular traffic
  6. Prevention of Shaken Baby Syndrome and abusive head trauma
  7. Emergency preparedness and response planning for emergencies resulting from a natural disaster or a man-caused event (such as violence at a child care facility)
  8. Handling and storing of hazardous materials and the appropriate disposal of bio-contaminants
  9. Precautions in transporting children

 

10. First aid and cardiopulmonary resuscitation (CPR) certification for all staff providing direct care to children.  Please note that this requires “hands-on” training from a qualified trainer that can verify certification. DCCECE has submitted a request for an extension beyond the September 30, 2016 deadline for this specific requirement; however, we encourage you to make every effort to comply with this requirement by the deadline listed above).

Options to Address the Requirements 1- 9

The Division of Child Care and Early Childhood Education (DCCECE) developed training modules that can be utilized to provide staff with the required training. In order to receive TAPP credit for these modules, the information must be presented by a TAPP certified trainer.

First Aid and CPR Requirements

To meet requirement #10 above:

Guidelines for First Aid and CPR Training

The current minimum licensing requirements specify that the First Aid and CPR training must be provided by American Red Cross or American Heart Association certified trainers.  The following three criteria are required to be met for any approved First Aid and CPR training.   

  • The curriculum shall conform with current American Heart Association or American Red Cross guidelines.
  • The curriculum shall require hands-on, skill-based instruction, as well as written and practical testing. Training and certification that is provided solely “on-line” will not be accepted.
  • The instructor shall be qualified and authorized to teach the curriculum and shall be certified by a nationally recognized organization.

    • No. Training does not have to be registered on TAPP to meet the federal requirements.
  • How can employees earn TAPP credit for the Health and Safety training(s)?
    • In order to receive TAPP credit, training must be provided by a certified TAPP instructor.
  • Do we have to use the Training Modules to meet the health and safety training requirements, or can another training count?
    • Although not mandatory, the easiest way to meet the CCDBG Health and Safety requirements is for the owner or director to review the Training Modules with their employees. 
  • Is there a test at the end of these training modules?
    • There is not a test at the end of the Training Modules. 
  • What happens after I’ve completed all the required trainings?
    • Please complete and sign the certification form verifying that all new and existing employees have completed all trainings.  (Items # 1 – 9 are required to be completed no later than September 15, 2016. Although item #10, CPR/First Aid certification is also due by this date, the Division of Child Care and Early Childhood Education has requested an extension from the federal government for this deadline.)

  • Who does this new requirement effect?
    • All employees of licensed facilities and family homes that receive CCDF funds with an active Participant Agreement must complete the health and safety trainings.
  • What if I am unable to meet all the requirements?
